What is the CRUE?

The Certificado de Registo de Cidadão da União Europeia (CRUE) is the official Registration Certificate for EU/EEE/Swiss Citizens who intend to stay in Portugal for more than three months. This certificate serves as legal proof of residence and replaces the need for a residence permit for EU citizens.

Who can apply?

All citizens of the European Union (EU), the European Economic Area (EEE), and Switzerland who plan to live in Portugal for more than three months must apply for the CRUE

Where and when to apply?

The CRUE must be requested within 30 days after three months of entering Portugal, and the request is made at the City Council of the city where you intend to reside.

Required documentation:

• Valid passport or national identity card
• Proof of residence in Portugal (rental contract, residence declaration, or utility bill)
• Proof of employment or financial means, as:
  • Employment contract or self-employment declaration
  • Bank statement proving sufficient financial resources for self-sustenance
• Social Security registration proof (if employed or self-employed)

Processing Time

The process is usually completed on the same day, at the City Hall, and the certificate is issued immediately.

Fees

• €15 for adults
• €7.5 for children under 6 years old

Validity

O certificado tem validade de 5 anos. Após esse período, os cidadãos da UE/EEE/Suíça podem solicitar residência permanente em Portugal.
