In Portugal, any foreigner who is living or visiting, and feels ill or needs healthcare, has the right to be assisted in a health center or hospital.
Public healthcare is provided by the National Health Service (SNS). If you reside in Portugal, and are registered in the SNS and the Social Security system, you are also entitled to the European Health Insurance Card, which allows you to access healthcare in any EU member state during a temporary stay.
SNS user number
Any foreigner with legal residence in Portugal can obtain an SNS user number, which grants access to medical services in public SNS units. The number is issued when you first visit a public health center or hospital.
Healthcare expenses covered by SNS
Having an SNS user number does not automatically guarantee that healthcare expenses will be covered. For SNS to cover the expenses, the following information must be associated with your registration:
- Identification document
- Portuguese Tax Identification Number (NIF)
- Address in Portugal
- Valid residence permit
In some cases specified by law, SNS may cover expenses without requiring the above information.
European Health Insurance Card (EHIC)
If you are legally residing in Portugal and are registered with SNS and Social Security, you can request the European Health Insurance Card (EHIC). This card can be used during a temporary stay in any EU country. If you do not have the card, you can request a Provisional Replacement Certificate (PRC).
Primary healthcare (health centers)
Primary healthcare is provided at Health Centers or Family Health Units (USF), where you can have consultations with your family doctor, in addition to complementary services such as nursing, nutrition, and psychology.
Hospital care
In case of emergency, call the emergency number (112) or 808 24 24 24 before going to the emergency department. Public hospitals also offer nursing consultations and specialty consultations with a referral.
