What is CRUE?

The Certificate of Registration of a Citizen of the European Union (CRUE) is the official document that proves the legal residence of citizens of the European Union (EU), the European Economic Area (EEA), and Switzerland in Portugal. It replaces the need for a residence permit for these citizens.

Who can apply for CRUE?

All citizens of the EU, EEA and Switzerland who intend to stay in Portugal for more than three months must obtain the CRUE.

Where and when to apply?

The CRUE (Certificate of Regularity of Urban Equality) must be requested within 30 days of completing three months of entry into Portugal , and the CRUE application is made at the City Hall of the city where you intend to reside.

Required documentation:


  • Valid passport or citizen card
  • Proof of residence in Portugal (rental agreement, declaration of residence or utility bill)
  • Proof of employment or financial means , such as:
    • Employment contract or declaration of self-employment activity.
    • Bank statement demonstrating sufficient financial resources to support oneself in the country.
  • Proof of registration with Social Security (if employed or self-employed)

Processing Time

The CRUE is usually issued on the same day, directly at the City Hall.

CRUE Fees

  • €15 for adults
  • €7.50 for children under 6 years old.

Validity of CRUE

The certificate is valid for 5 years. After this period, EU/EEA/Swiss citizens can apply for permanent residency in Portugal.
